Lakhbir Bhandal, Director As the lead Director of The Change Institute’s policy and action research practice, Lakhbir is an experienced consultant and research director, with extensive experience of utilising innovative evaluative and theoretical research tools for a range of client assignments at local, national and EU level. Lakhbir has delivered a broad range of consultancy services to charitable, public and private sector organisations at local, regional, national and international levels. Her work has included the design and delivery of staff development programmes, evaluation and investigative research, communication and recruitment campaigns, policy development and guidance, and structural development initiatives.
Rokhsana Fiaz, Director As the head of the Communications, Marketing and Corporate Affairs practice, Rokhsana has over fifteen years experience of undertaking research, policy development and communication campaigns aimed at accessing and creating dialogue with ‘hard to reach’ groups. A former political broadcast journalist, she is highly experienced in designing and delivering large and complex communication and social marketing campaigns. As an advocate of community engagement, she has been involved in a number of Muslim community facing initiatives including The City Circle, Alif-Aleph UK, and the Muslim Policy Forum, all of which promote reconciling conflicts between belief and civic responsibility; community cohesion, integration and citizenship, and encouraging reflective debate within the UK Muslim community on these issues. She is a member of the UK government’s Department of Work and Pensions Ethnic Minority in Employment advisory group, the government's National Muslim Women’s Advisory Group, the International Institute of Strategic Studies, and advises the Washington DC based think tank, Brookings Institution, on Muslims in Europe.
Jagtar Singh, Director A former analyst, senior manager and management consultant, Jagtar Singh is Director of the change management, organisational development and leadership practice area. He has over two decades experience in research, evaluation, and development consulting with public institutions, with particular understanding of the dynamics of discrimination and the sociology of marginalised and excluded groups. He has expertise in strategic advisory work with senior managers, facilitation and direct implementation of major change programmes that effectively meet the needs of diverse users, including programmes independently evaluated as some of the most successful in the UK.
